According to Kyrgyzstan news, the torch tower of oil refining project in Zhongda China Petrol Company --- an overseas investment project under Central Asia Energy Co., Ltd, which is invested by Shaanxi Dade Investment Group Co., Ltd and Shaanxi Coal and Chemical Industry Group Co,. Ltd, was successfully installed on July 29th, 2013. This success marked the first newly built oil refining project construction invested by Chinese enterprises in central Asia coming into the final sprint phase. The torch tower, about 80 meters high, is currently the tallest industrial building in Kyrgyzstan, which is constructed by the sixth construction installation company of the China Petrol Company (CPC).

The Oil refining project of Zhongda China Petrol Company is located in the eastern industrial park of Carla Bard in Kyrgyzstan. The project constructed from the autumn in 2009, covering an area of about 100 hectares and with a total investment about $360 million. This project can be divided into three sections, namely production area, storage and transportation area and living area. The main construction contents include 800,000 tons of atmospheric and vacuum distillation units , 500,000 tons of catalytic cracking devices, 100,000 tons of isomerization devices, 100,000 tons of non – hydrodesulfurization devices, 50,000 tons of lubricating oil devices, sewage treatment units, heating devices, air supplying devices, nitrogen-making devices and also 100,000 tons of petroleum products, liquefied petroleum gas and reserve devices with capacity of 2,000 tons, 110 KV Bidirectional electricity transmission railroad private lines and other supporting facilities. The project constructed by the Sixth and Second Construction and Installation Company of CPC and the Second Construction and Installation Company of the China Chemical Company. It is forecasted that each devices will be completed and enter into the commissioning and pre-production stage in August this year.

This oil refining project is currently the first newly built oil refining project invested by China-invested enterprises in Central Asia; it is also the largest manufacturing enterprises and the largest oil company in Kyrgyzstan. All products produced by the project are sold to the local markets. Since the project has been constructed, it got strong support from the Kyrgyz government's, won the widespread attention of people from all walks of life, and got active cooperation and help from the local people. When the project gets into production, it will ease the shortage of petroleum products in Kyrgyzstan and make the country's refined oil gradually to achieve self-sufficiency. At the same time, it will also increase taxes and the employment opportunities in Kyrgyzstan, which will have a positive impact and far-reaching significance on the country's long-term stability and social development.
Besides, according to the news, on the evening of April 28, 2013, Lei Yingchun, the chairman of Shaanxi Dade Investment group, attended the party “Welcome the International Labor Day and Celebrate the Bilateral Friendship between Kyrgyzstan and China” in the Peace Hotel in Bishkek, the capital of Kyrgyzstan, which was held by the Zhongda China Petrol Company. More than 120 persons attended the party, including 80 people from all walks of life in Kyrgyzstan and more than 30 constructer representatives from the oil refining project of Zhongda China Petrol Company. Several persons from the two countries gave a talk in the party. They hoped best wishes to each other and encouraged each other. Through the celebration of the International Labor Day, they eulogized the friendship between both people and planned for better countries and better lives.
